Administrative Officer

The incumbent is a senior level administrator responsible for strategic planning and direction, budgetary oversight and the administrative management structure to support a comprehensive surgical patient care delivery system. Incumbent performs a wide range of complex business, administrative, and operational functions, supporting the Chief of Surgery by assessing issues and concerns, determining appropriate course of action, advising and coordinating policies, programs and operations, and implementing actions to ensure administrative and operational requirements are met. He or she participates fully on the management team for the Surgery Service Line. Incumbent is responsible for and supervises resource allocations to include equipment, space, staffing, and contracts. He/she participates and leads discussions and meetings to address administrative and operational problem areas, policy and procedure determinations and related matters. He/she serves on the hospital space committee and assists in the preparation of an annually updated overage strategic space plan, coordination of existing space to accommodate construction and other projects, evaluation of new space requests, and coordination of moves associated with approved space allocation changes. In conjunction with the ACOS for Surgery develops service level strategic plans including short and long term goals and objectives that are in concert with the Medical Center, VISN 23, and VA Central Office mission, value, vision and goal statements. Work includes use of fact-finding and investigative techniques and presenting recommendations or actions via written reports and verbal communication. Incumbent direct program responses to action items and compliance requirements including response to Congressional and White House inquiries. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations that includes knowledge of pertinent laws, regulations, policies and precedents, experience accessing and using performance driven data-bases, demonstrated knowledge of computer systems and the ability to interpret findings and provide recommendations to management on resolutions of issues negatively impacting administrative activities, Providing coverage and support in a logistics role and inventory office and assists with requesting purchase orders. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education experience directly related to the work of the Administrative Officer position, may be substituted to meet the experience requirements for GS-09 position. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Assisting Executive Leadership, managers, supervisors, and external customers related to policies, developing policies, contracts, logistics and employee/building security, Preparing, tracking, and communicating Metrics, Analysis, and Congressional Responses to both Internal and External customers, Processing finance and budget transactions related to contracts, travel, and other budget items, Ensuring compliance with government administrative laws and understanding of policies governing a governmental program to include local techniques of operations, detailed procedures of various departments, and local policies and directives, Skill in oral communications with both administrative and operational staff, Creating, accessing, and using Performance Driven Data-bases. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
